Base your life off this quote! It is genius! Though you may think this is a fractious way to live, Bob Dylan and I seem to be doing pretty well. The reason why he plainly says to "be honest" is because honesty invokes truth, truth is honorable, and to be honorable is to be just, even if you are unruly. Just because you don't follow the laws ordained by the world around you doesn't make you a bad person, what makes you a bad person is when you are hurting someone on purpose, but then again that's not against any law, is it?
Most people believe in behaving in a fractious manner and think that is the way to be. But no matter what you do good or bad must stay true to yopurself by being honest

He's implying that laws are dishonest, which is in some cases true. You can't live a good life according to everyone else's rules, you should live your life according to your own sense of right and wrong. That doesn't neccessarily mean you have to become a fractious pain in the butt, just be as true to yourself as you can.
in the way that you live outside of the law you have to be honest because inorder to follow the law you are not honest and you then have to follow it. but i am a fractious person when i come to following the law.

many people in our society are considered to be fractious because thye don't like to follow laws. i think what bob dylan is trying to say is if there were to be no laws then people would have to be honest. that doesn't work out very well because people are not honest.
